Telenor Pakistan Completes Project Phoenix With Major Charging And Billing System Migration

Published:

Telenor Pakistan has announced the successful completion of Project Phoenix, marking a significant milestone in the company’s broader digital transformation program. The project involved the full migration of Telenor Pakistan’s Charging and Billing System to Huawei’s latest generation solution, a move aimed at modernizing core telecom infrastructure and strengthening the operator’s ability to support evolving digital services. The delivery was completed within 10 months, ahead of the originally committed timeline, reflecting a tightly managed execution across multiple technical and operational domains. The initiative represents one of the most complex transformation programs undertaken by the operator in recent years, given the scale of subscribers, services and real time transaction volumes supported by the platform.

The scope of Project Phoenix was substantial, with the migration described as the largest single night Charging and Billing System transition executed by Huawei globally. Such migrations are considered high risk due to the critical role of billing and charging platforms in service continuity, revenue assurance and customer experience. Telenor Pakistan and Huawei worked closely to ensure minimal disruption during the cutover, coordinating system readiness, data integrity checks and real time service validation. The successful execution underscores the depth of collaboration between the two organizations and highlights Huawei’s experience in delivering large scale telecom system transformations. By completing the migration within an accelerated timeframe, Telenor Pakistan has been able to stabilize its core monetization systems sooner while maintaining service reliability for millions of customers.

The completion of the project was formally acknowledged in a ceremony attended by senior leadership from Telenor Pakistan and Huawei, along with President and Group CEO PTCL, Hatem Bamatraf. The presence of leadership from both organizations reflected the strategic importance of the initiative and its role in strengthening the long standing partnership between Huawei and Telenor Pakistan. Project Phoenix not only represents a technical upgrade but also demonstrates alignment at the executive level around shared objectives related to operational excellence and digital capability enhancement. The collaboration reinforces the role of technology partnerships in enabling telecom operators to modernize complex legacy environments while meeting increasing customer and regulatory expectations.

From a capability perspective, the new Charging and Billing System significantly enhances system resilience, scalability and real time charging performance. These improvements are critical as telecom operators manage rising data usage, diversified service offerings and increased demand for real time balance management and service personalization. The upgraded platform provides a more robust foundation to support future digital services, including advanced data products and integrated digital ecosystems. By strengthening core systems, Telenor Pakistan is better positioned to improve service quality, operational efficiency and customer experience across its portfolio. Project Phoenix reflects an important step in aligning network and IT modernization with long term business objectives, ensuring that core infrastructure can support growth, innovation and service reliability in a highly competitive telecom market.
