In a move to bolster the cybersecurity posture of Pakistan’s telecom sector, the Pakistan Telecommunication Authority (PTA) is planning to conduct monthly passive risk scanning exercises, according to well-informed sources.
This initiative builds upon the PTA’s previous experience with non-intrusive passive risk scanning activities conducted prior to national days (August 14th and September 6th, 2022). These scans targeted the publicly exposed infrastructure of major telecommunication operators (categories 1 and 2) to identify and mitigate potential vulnerabilities before cyberattacks could occur.
Enhanced Security Through Regular Scans
The success of the initial scans is evident. Sources report that a total of seven iterations significantly improved the security posture of the top 22 telecom operators. Recognizing the effectiveness of this approach, PTA is now planning to implement monthly scans, providing a more comprehensive and ongoing shield against cyber threats.
Countering National Security Threats
The decision to ramp up cyber defense efforts is driven, in part, by a rise in cyberattacks targeting Pakistani websites by suspected Indian hackers. Sources within PTA cite a trend analysis conducted between 2017 and 2021, revealing a “high frequency of reported hacking and defacement activity” targeting government and ministry websites. These attacks not only disrupt service availability but also pose a risk of sensitive data theft.
To address these concerns, PTA is implementing a multi-pronged approach. In addition to the monthly scans, they have issued periodic advisories to website administrators, both commercial and self-managed, outlining best practices for cybersecurity. Furthermore, they have urged all telecom operators to take necessary steps to fortify their own systems and minimize the impact of potential cyberattacks, espionage, and sabotage.
By combining proactive scanning with operator-led measures and public awareness initiatives, PTA aims to create a more robust and resilient telecom sector in Pakistan.
