PTA has implemented a revised framework for Radio Local Area Networks (RLANs), Wireless Local Area Networks (WLANs), and Wireless Area Services (WAS). This update aims to enhance spectrum utilization and promote the adoption of new technologies.
The framework outlines regulatory guidelines for using specific frequency bands for Wi-Fi and other RLAN technologies. However, it emphasizes that RLAN equipment operates on a “secondary basis,” meaning it cannot interfere with existing primary services in those bands.
A key aspect of this update is the support for shared spectrum usage. Under appropriate technical conditions, different services can coexist within the designated bands.
The framework specifies the 2.4 GHz, 5 GHz, and 6 GHz bands as RLAN frequencies, with their usage restricted to RLAN access services and not backhaul purposes. Additionally, it reiterates that unlicensed RLAN equipment must operate on a “non-interference, non-protection” basis, ensuring compatibility with other users.
While anyone can use RLAN equipment in these bands if it adheres to the set conditions, for commercial services, a relevant telecommunications service provider license from PTA is mandatory.
The framework also establishes a type approval process for all terminal equipment capable of using RLAN frequencies. This ensures compliance with the “Type Approval Technical Standard Regulations, 2021.”
The good news for users is that there are no fees associated with utilizing unlicensed spectrum for RLAN, regardless of commercial or non-commercial applications.
PTA acknowledges the evolving technological landscape and reserves the right to update the framework to accommodate future trends and needs. Finally, the document emphasizes a “sharing basis” approach, where RLAN services coexist with other non-RLAN applications. In case of interference with primary users, secondary RLAN users must immediately implement mitigation measures.
This revised framework signifies PTA’s commitment to fostering a dynamic wireless ecosystem in Pakistan, promoting innovation and wider access to advanced technologies.
