Pakistan Bait-ul-Mal Digitizes Welfare Payments With Biometric Verification System

Pakistan Bait-ul-Mal (PBM) has taken a significant step toward enhancing financial inclusion and digital transparency by signing an agreement with Mobilink Microfinance Bank Ltd. (MMBL) to introduce an Electronic Biometric Verification System (EBVS) for beneficiaries under its social protection programs. The collaboration will enable PBM to modernize its welfare disbursement framework through the use of biometric authentication, ensuring that financial assistance reaches eligible individuals in a secure and efficient manner across the country.

Under the agreement, MMBL will integrate biometric verification into its digital payment infrastructure, providing a seamless and fraud-free mechanism for fund distribution. The EBVS is designed to improve accountability and eliminate duplicate or unauthorized claims, streamlining the disbursement process for greater transparency. The signing ceremony was held at the PBM Head Office in Islamabad, where Managing Director PBM Senator Capt. Shaheen Khalid Butt and CEO JazzCash Murtaza Ali were present alongside senior representatives of both organizations. During the event, Director General Projects PBM Prof. Dr. Zeeshan Danish gave an overview of PBM’s ongoing initiatives to improve social welfare and service delivery through innovation and technology.

Speaking on the occasion, Capt. Shaheen Khalid Butt emphasized that the introduction of biometric verification represents a major advancement in modernizing PBM’s operations. He said that the adoption of digital tools ensures every beneficiary receives their rightful support in a timely and transparent manner. The system is expected to directly benefit over 60,000 individuals, including widows, persons with disabilities, and women enrolled in PBM’s Women Empowerment Centers. It will also provide financial support to parents of students enrolled in Schools for Rehabilitation of Child Labourers, as well as orphans and widows under PBM’s support programs. In addition, the platform will enable swift emergency cash transfers to those affected by natural disasters, accidents, or epidemics, expanding the organization’s ability to respond effectively during critical times.

Capt. Shaheen reaffirmed PBM’s commitment to the Federal Government’s “Uraan Pakistan Plan” led by Prime Minister Shehbaz Sharif, which aims to accelerate digital transformation and operational efficiency across public welfare institutions. He noted that PBM’s digital initiatives reflect the government’s broader agenda of building a transparent, inclusive, and technology-driven social protection ecosystem. CEO JazzCash Murtaza Ali also expressed strong support for the partnership, highlighting that the collaboration aligns with MMBL’s mission to drive digital financial inclusion and empower underserved communities. He underscored that by implementing a reliable biometric verification system, both organizations are ensuring that assistance reaches the right people while minimizing errors and inefficiencies in fund disbursement.

The partnership between PBM and MMBL marks a milestone in Pakistan’s digital welfare transformation. By combining PBM’s extensive outreach with MMBL’s financial technology capabilities, the initiative reinforces the country’s vision of transitioning toward a transparent, cashless, and inclusive economy. This digital shift not only enhances service delivery but also strengthens public confidence in social welfare programs, paving the way for a more accountable and equitable support system for Pakistan’s most vulnerable citizens.
