Namibia is continuing its efforts to strengthen its digital transformation agenda through collaboration with industry stakeholders following discussions between the Ministry of Information and Communication Technology and Deloitte and Touche Namibia. The meeting, held on August 3, 2026, brought together government representatives and Deloitte leadership to discuss a broad range of priorities supporting the country’s digital future, including artificial intelligence, broadband expansion, cybersecurity, digital infrastructure, data centres, clean energy solutions, and greater participation of women in technology. The engagement forms part of the Ministry’s ongoing work to develop a policy environment that supports innovation while ensuring emerging technologies are implemented responsibly and in line with national development priorities.
The discussions were led by Namibia Minister of Information and Communication Technology Emma Theofelus and a Deloitte delegation headed by Melanie Harrison, Country Leader of Deloitte and Touche Namibia. During the meeting, Deloitte shared insights from its global experience in artificial intelligence policy development while highlighting its work advising organizations involved in telecommunications, data centres, artificial intelligence, and technology investment. The company emphasized the rapid pace of technological advancement and noted that legislation and regulatory frameworks must continue evolving alongside new technologies. Deloitte also reaffirmed its commitment to supporting Namibia as the country strengthens its artificial intelligence policy framework and develops legislation capable of addressing future technological developments. The engagement reflects increasing cooperation between governments and private sector organizations as countries seek to balance innovation with effective governance for emerging technologies.
Minister Theofelus stated that Namibia has already started consultations on the development of its Artificial Intelligence Strategy Framework, an initiative being led by the National Commission on Research, Science and Technology. According to the Minister, the government has prioritized creating a comprehensive national artificial intelligence strategy before introducing dedicated legislation. The approach is intended to establish clear principles that will guide the responsible development, deployment, and governance of artificial intelligence while allowing policies to remain adaptable as technology continues to evolve. In addition to artificial intelligence, the discussions also covered initiatives aimed at expanding broadband connectivity, strengthening cybersecurity capabilities, developing modern data centres and artificial intelligence factories, promoting clean energy solutions that support digital infrastructure, and encouraging greater opportunities for women in the technology sector. These areas were identified as important components of Namibia broader digital transformation strategy.
