NADRA Introduces Digital Identity And Data Exchange Regulations To Strengthen Pakistan’s Digital Governance Framework

National Database and Registration Authority (NADRA) has announced the issuance of two key regulatory frameworks that mark an important step toward secure and transparent digital governance in Pakistan. The newly introduced Digital Identity Regulations 2025 and the National Data Exchange Layer (NDEL) Regulations 2025 aim to establish a comprehensive legal and technical foundation for digital identity management and data sharing across public and private sectors. These frameworks, approved by the Ministry of Law and Justice and the NADRA Authority Board, form part of the Digital Economy Enhancement Project (DEEP), which is being implemented with support from the World Bank under the supervision of the Ministry of Information Technology and Telecommunications (MoITT).

Under the Digital Identity Regulations, NADRA will develop and maintain a national digital identity ecosystem designed to enable citizens to verify their identities online using biometric and digital credentials. The initiative will simplify access to both government and private sector services by eliminating the need for physical documentation. This includes areas such as banking, taxation, healthcare, and education, where secure digital verification will facilitate faster and more reliable service delivery. The regulations are expected to help build trust in digital transactions, enhance efficiency in public administration, and foster greater inclusion by ensuring that citizens across the country can access essential services remotely.

The National Data Exchange Layer Regulations introduce a standardized digital infrastructure for secure data exchange between government institutions and authorized private entities. This framework is intended to streamline communication among departments, minimize duplication of information, and ensure better coordination across different sectors. Officials stated that the new system will not only improve interoperability among agencies but also enhance the integrity and accuracy of public data. By allowing data to move securely and efficiently between organizations, the NDEL will help strengthen policy implementation and service delivery at the national level. This move is expected to accelerate Pakistan’s transition toward a more integrated and data-driven governance model, aligning the country with international standards of digital transformation.

Experts and digital governance specialists have described these regulatory developments as a crucial step toward creating a trusted national digital infrastructure. They believe the measures will help Pakistan modernize its service delivery systems, strengthen its digital economy, and enhance citizen confidence in online platforms. NADRA Chairman Lt. Gen. Muhammad Munir Afsar (Retd.) emphasized that these frameworks are essential for ensuring Pakistan keeps pace with global digital innovation while reducing bureaucratic hurdles in public services. Through the implementation of these regulations, NADRA aims to create an ecosystem that supports secure digital interaction and promotes efficiency across sectors, contributing to the broader goal of building a robust and transparent digital governance landscape in Pakistan.
