Learning Resource Centre has announced a workshop titled “Cloud Outsourcing Regulatory Guidelines” to help financial institutions and technology professionals understand regulatory requirements for secure cloud technology adoption. The session will be held on September 29, 2026, at Mövenpick Hotel Karachi and is designed to provide practical guidance on cloud outsourcing regulations applicable to Pakistan’s financial sector. The workshop will focus on governance, compliance, risk management, and cloud technology adoption in line with regulatory expectations.
According to the organizers, the workshop will provide participants with an in depth understanding of State Bank of Pakistan’s Framework on Outsourcing to Cloud Service Providers as outlined in BPRD Circular No. 01 of 2023. The program is intended to explain the regulatory requirements, governance mechanisms, and risk management practices that banks, digital banks, microfinance banks, development finance institutions, electronic money institutions, payment system operators, payment service providers, and non banking financial institutions are expected to adopt for secure and compliant cloud implementation. Alongside the regulatory perspective, the session will also cover international case studies highlighting supervisory approaches followed in leading jurisdictions. Participants will gain exposure to cloud technology concepts, service models, emerging industry trends, and opportunities for innovation while understanding how institutions can balance regulatory compliance, operational resilience, and technology adoption throughout their cloud outsourcing journey. The workshop will also be relevant for organizations that fall within the regulatory scope of Securities and Exchange Commission of Pakistan and PTA.
The event will feature presentations from experienced professionals with backgrounds in financial regulation, cybersecurity, and cloud security. The speaker lineup includes Shoukat Bizinjio, former Additional Director of Digital Financial Services Group at State Bank of Pakistan, who brings experience in financial sector regulation and digital financial services. Ammar Shareef, CCISO, CCSP and Chief Information Officer at Keenu and Wemsol, will also participate, sharing perspectives on cloud security and enterprise technology management. Habib Siddiqui, Regional Business Head at RapidCompute and Titanium, is scheduled to deliver sessions focused on cloud infrastructure and enterprise cloud adoption. Together, the speakers are expected to provide practical insights into regulatory expectations, governance frameworks, and cloud outsourcing practices that support secure technology deployment across Pakistan’s financial ecosystem.
Learning Resource Centre stated that the workshop is intended for a broad audience involved in cloud adoption, regulatory compliance, and digital transformation initiatives. The target participants include professionals working in information security, information technology, compliance governance, risk management, internal and external auditing, IT and information security auditing, procurement, legal and regulatory affairs, governance teams, cloud service providers, technology vendors, and consultants supporting financial institutions. By bringing together regulatory expertise and industry experience, the session aims to strengthen understanding of cloud outsourcing requirements while helping organizations align their cloud adoption strategies with applicable regulatory frameworks and security expectations.
