HEC Launches National Identity And Access Management Project, Powered by Huawei and Commtel

HEC has launched a national Identity and Access Management IAM project aimed at strengthening secure digital access across Pakistan’s higher education sector. The initiative introduces a unified authentication system designed to simplify how students, faculty, researchers and university staff access academic and digital resources across multiple institutions. The project was formally signed at HEC Headquarters in Islamabad by CEO Commtel Asher Faisel Khan along with senior representatives from HEC and Huawei, marking the beginning of a coordinated national rollout. 

The Identity and Access Management platform will provide a single digital identity for users through a Single Sign On SSO system, enabling access to multiple academic services without repeated login requirements. The system is designed to support secure authentication and authorization across learning management systems, research journals, academic cloud platforms and institutional portals. It will also enhance cybersecurity controls and improve protection of user data while enabling a scalable identity framework for universities across the country. Integration with global education and research federations such as eduGAIN is also part of the system design, allowing Pakistani institutions to connect with international academic networks and collaborative platforms.

The project is being implemented as part of HEC broader digital transformation strategy and will be rolled out in phases over the coming months. The phased deployment approach is intended to ensure structured adoption across higher education institutions while gradually expanding system capabilities. HEC leadership has directed the project team to prioritize timely implementation so universities can begin benefiting from simplified and secure access to academic services, research resources and cloud based tools. The initiative is expected to improve operational efficiency within institutions by reducing dependency on multiple authentication systems and strengthening centralized identity management across the sector.

COMMTEL is serving as the lead implementation partner for the initiative alongside Huawei, contributing to the deployment of Pakistan’s national Identity and Access Management infrastructure. The collaboration focuses on building a secure and future ready digital ecosystem that unifies academic identity across universities and research institutions. Through the integration of advanced SSO technology, the platform will allow users to access global research journals, learning management systems, academic cloud services, high performance computing environments and collaborative research platforms through a single login identity. The system also aims to enhance Pakistan’s connection with global academic networks through eduGAIN integration, enabling smoother international research collaboration and data exchange.

The IAM framework is positioned as a foundational layer for strengthening digital trust within the higher education sector by improving authentication security and safeguarding intellectual resources. Commtel, along with Huawei, is overseeing implementation efforts to ensure the platform supports millions of users across institutions while maintaining scalability and reliability.
